You don't need to remove the front cover to remove the turnsignals.
It is held by one bolt and one nut hidden behind the front cover. You just need a 6 mm Allen key for the bolt and a 10 mm flat key for the nut.

To answer your original question there are four bolts that need to be remove to get that bracket off. Two 10mm nuts that you can see near the top on the back of the bracket. Need to turn handlebars full left and full right to get to them. Then there are two bolts through the bottom triple tree up through the bracket. You'll need to drop the fender off first to get to them. You'll also have to take the headlight out. Two brackets with star bolts on either side and an adjustment screw on the bottom right facing the rear of the headlight. Make sure you keep track of the cotter pin and spring for the adjustment screw. Metal ring and headlight grill don't need to come off. Unplug headlight and remove. Either untangle or unscrew the cable guides screwed into the back of the bracket. You may have to take the bottom plug off the ignition to get the bracket out depending on how they ran the wiring. No biggie, two screws, front and back, cap falls off and then the plug comes out when you press down on the tabs holding it in.

well i had mine completely taken apart and used a dremel with a cut off wheel and a sanding stone attachment. If you are going to try and do it with the bracket still on the bike I'm not sure what would be best. don't cut too high because the the pegs that the headlight sit on are just slightly higher than the turn signal ears. the line yours broke on is exactly where you want to cut.
