Is removing the rear mudguard on the scrambler icon simply a matter of unscrewing the bolts on the swing arm , removing , and re inserting bolts ?

I picked up a fender eliminator kit and will be making this change. Haven't really messed with the bike from a mechanical standpoint yet

As a follow up, is there any wiring to that rear rain guard/mud guard? I'll pick up my new UE tomorrow and have not actually seen the guard in person so I cannot tell if it only has reflectors or if it has wiring for anything electrical.

Just take it easy on those screws, they have loctite on and can be troublesome if you are not taking care, ;)
