How long should it take for a cold Scrambler to start up? By cold, I mean completely cold and not that it was ridden in the morning and again in the afternoon.

I'm finding that it can take around 2 to 3 seconds, 1 one thousand, 2 one thousand etc of my pressing the starter...before the bike will come to life. Is this normal? It has always been like this but I never remembered to ask.

No problem! Forgot to mention that mine does it too. I think it's exacerbated a bit by the weak/sluggish turnover sound either from the lower CCA battery or smaller starter motor from Ducati combined with the L-Twin torque which makes it seem to take especially long.
