Well the only time I've used mine was when I was riding behind a mate and trying to get his attention to turn right instead of left. I tooted it six times and he took absolutely no notice, luckily he turned right anyway

Is it true that in the UK you need to toot your horn when passing as additional safety measure? We do it here as a matter of safety.

Loud horns makes sure they hear you. On top of a loud pipe.

Don't use mine either...used only once on this bike, that was to get inspection sticker. Loud exhaust and flashing high beams seem to work better from my experiences.
